  1. The following text is from an information package which is 
  2. available from the ARRL/VEC.  Certain non-ASCII FCC Forms 
  3. referenced in this text can be requested by mail from the 
  4. ARRL/VEC, 225 Main St, Newington CT 06111.

  8. TO:  Handicapped/disabled applicants seeking exemption for the 
  9.      Amateur Radio 13 or 20 words-per-minute Morse code examination 
  10.      requirements as permitted by FCC Rules Section 97.505(a)(5)(i)(ii):

  12. Dear applicant:
  13.  
  14.      It is the intent of the FCC's allowance for exemption/credit 
  15. of the FCC's Morse code examination requirement for the General, 
  16. Advanced or Amateur Extra class license, that you are permitted to 
  17. apply for exemption/credit if you are not able to pass the 13 or 
  18. 20 WPM Morse code examination due to the severity of your handicap 
  19. or disability.  The FCC will not exempt you from the initial 5 WPM 
  20. Morse code requirement, however.
  21.      To begin, the FCC provides guidance to you and your Physician 
  22. within the enclosed FCC Fact Sheet.  This information is also 
  23. included in the Form 610 instructions.
  24.      Taking the FCCs guidance into account in considering the 
  25. exemption/credit option, we hope that you have at least attempted 
  26. to pass the examination using the new, more flexible, examination 
  27. procedures announced by the FCC, which include:

  29. ACCOMMODATIONS
  30.  
  31. 1. Where warranted, we may now offer you a sending test (instead 
  32. of a receiving test).  
  33.  
  34. 2. Where warranted, we may pause the tape for you to allow you to 
  35. SPEAK OUT what you have copied.  Or, we can allow you the necessary time 
  36. to write down what you have copied by pausing the tape after 
  37. PHRASES/SENTENCES; or in GROUPS OF WORDS; or by INDIVIDUAL WORD, 
  38. or in extreme cases where warranted LETTER-BY-LETTER.  
  39.  
  40.      In most cases, the above flexibility will allow you to pass 
  41. the Morse code examination on your own--therefore not requiring an 
  42. exemption of the Morse code requirement because these procedures 
  43. may have accommodated your severe handicap or disability.
  44.  
  45. EXEMPTIONS
  46.  
  47.      The FCC's new Form 610 includes the FCC-required PHYSICIAN'S 
  48. CERTIFICATION OF DISABILITY and PATIENT'S RELEASE.  After it is 
  49. completed, you must bring the 610 form directly to a VEC-
  50. accredited VE Team (this may be the team who is administering your 
  51. written exam[s]).  As required by the FCC, you must currently hold 
  52. at least a Novice license, or a license which conveys credit for 
  53. having passed a Morse code examination element, and you must 
  54. already have earned credit for the necessary written exams for 
  55. either the Technician (Element 3A) plus the General (Element 3B), 
  56. Advanced (Element 4A) or Amateur Extra class (Element 4B).
  57.      In order for your FCC Form 610 with PHYSICIAN'S CERTIFICATION 
  58. to be accepted for exemption/credit by a VE Team, we recommend 
  59. that you review the following check list to ensure that your 
  60. application will be acceptable.  
  61.  
  62. * The FCC Form 610 with Doctor's Certification must be completed 
  63. by both your Physician as well as by you. 
  64.  
  65. * The completed PHYSICIAN'S CERTIFICATION (made by Medical Doctors 
  66. or Doctors of Osteopathy licensed to practice in the U.S., only!) 
  67. contains an original Physician's signature in original penmanship.  
  68. The signature is not a signature stamp. * As of August 1, 1992 all 
  69. certifications presented to VE Teams for 13 or 20 WPM Morse code 
  70. exemption must be made on the 610 form (this form carries a 
  71. release date of March 1992). * You already hold, or intend to take 
  72. at the session, the necessary written elements required toward an upgrade. 
  73.      
  74.      If your FCC Form 610 with PHYSICIAN'S CERTIFICATION meets the 
  75. above requirements, then your request must be presented to an 
  76. ARRL/VEC VE Team with a check or money order in the amount of 
  77. $5.40 for 1992 (our standard processing fee).  Only VEC-accredited 
  78. VE Teams may process your request because they must provide you 
  79. with a CSCE indicating that you have been given Element 1C 
  80. exemption/credit for presenting your correctly-completed 
  81. application, and they must sign the Form 610 application.
